Humanitární pomoc od Barmského centra Praha

Barmské centrum Praha, o.p.s. (BCP) poskytovalo potravinovou pomoc organizaci Chin Human Rights Organization (CHRO) od roku 2009. CHRO si je vědoma, že BCP shromažďovalo potravinové dary od občanů České republiky s účelem poskytnutí životy zachraňující pomoci lidem ve státě Chin, kteří od roku 2008 čelí potravinové krizi na úrovni hladomoru. CHRO si je take vědoma, že díky tvrdé práci BCP poskytlo v roce 2010 Ministerstvo zahraničí ČR potravinovou pomoc státu Chin. Toto byla jediná přeshraniční potravinová pomoc, které se Čjinům dostalo přímo od vlády. CHRO a obyvatelé státu Čjin jsou velmi vděční za tvrdou práci BCP a podporu vlády a občanů České republiky.

V tomto konkrétním vykazovaném období CHRO uskutečnila dvě fáze poskytování pomoci v červnu a červenci 2012.

První fáze byla financovaná z peněz, které BCP poskytlo v červenci 2011. Šlo o částku 5 833 dolarů. V důsledku rychle se měnící situace v Barmě a ve státě Chin bylo poskytování potravinové pomoci zdrženo do června 2012.

Druhá fáze realizace pomoci byla uskutečněna v červenci 2012 a využila prostředky BCP ve výši 2 742 dolarů.

 

Výběr cílové oblasti

CHRO identifikovalo vesnici Tikir jako cílovou oblast pro distribuci potravinové pomoci v tomto období. Tikir se nachází na indicko-barmské hranici , 40 mil od Thantlangu. Vesnice je rozdělena na dvě části, které jsou známé jako Tikir A (starší vesnice) a Tikir B (novější vesnice). Obě vesnice mají dohromady 128 domácností.

Hlavní důvody pro výběr vesnic Tikir A and B jako cílů distribuce potravinové pomoci v tomto období jsou tyto:

  • Vesnice se nemohou zotavit z předchozího hladomoru, protože mají omezené možnosti k pěstování z důvodu neúrodné půdy a izolace.
  • Vesnice Tikir je jedinou, jejíž jediné spojení s nejbližším městem (Thantlang, přibližně 40 mil daleko) je po pěší stezce.
  • Podvýživa a míra nedocházky žáků do školy jsou mnohem vyšší než v jiných vesnicích.

 

Přípravy pro distribuci potravinové pomoci

10. června 2012, v 19:00, došlo k setkání v rezidenci pana Van Lala v Thantlangu. Setkání se zúčastnilo 10 vesničanů z Tikiru a zabývali se zajištěním dodávky rýže pro vesnici. Na setkání byl vytvořen výbor.

  • Účastníci setkání rozhodli nakoupit pytle rýže a dopravit je do vesnice na koních.
  • Všichni členové výboru pocestují do vesnice společně s rýží.
  • Členům výboru budou uhrazeny adekvátní cestovní výdaje.
  • Výbor přebere zodpovědnost za distribuci rýže poté, co se pytle dostanou do vesnice a budou rozdělovat jednotlivcům či rodinám.
  • Bylo rozhodnuto, že k převozu rýže bude použito 50 koní.

 

Současné životní podmínky vesničanů

Největší potřebou vesnice Tikir je jídlo, protože se vesnice potýká s hladověním téměř každý rok. Útesy, balvany a nekultivovatelné bažiny tvoří velkou část okolé vesnice, takže na obdělávání zbývá velmi málo půdy. Velikost pozemků jednotlivých rodin stačí pouze k vypěstování plechovky rýže, a co je ještě horší, jakkoliv se snaží, jejich farmy vyprodukují pouze velmi málo, což vede k hladovění téměř každý rok. Protože nemají dostatek půdy k pěstování rýže, snaží se vesničané o její rozšíření. Téměř kařdý rok čelí hladovění a žádná organizace je dosud nepodpořila.

 

Zaměstnání a životní úroveň

Žádní vesničané se nezabývají chovem zvářat ani jinou činností než zemědělstvím. Jejich sociální standard je velmi nízký.

 

Celkový zdravotní stav

Zdravotní stav vesničanů je hrozný. Vesnice se nachází daleko od města. Nedostupnost zdravotnického zařízení a nedostatek zdravotního personálu ve vesnici jsou hlavními příčinami. V důsledku nedostatečné spotřeby jídla se vesničanům nedostává adekvátní výživy, trpí sezónními onemocněními, nízkým krevním tlakem, mají slabou imunitu a mnoho z nich tak onemocní.

 

Vzdělání

Úroveň vzdělání ve vesnici je slabá. Žáci mohou dokončit základní školu, ale z důvodu chudoby je pro ně možnost studia na střední škole nedostupná.

 

Pracovní deník

V průběhu první fáze distribuce potravinové pomoci byly v Thantlangu pořízeny pytle s rýží za cenu 18 500 Ks/pytel. Místní výbor pořídil 135 pytlů rýže, přepravil je na koních a rozdělil ve vesnici Tikir. V průběhu této první fáze nedošlo k velkým dešťům a transport se uskutečnil bez velkých problémů.

Po první fázi distribuce se výbor na svém setkání zabýval otázkou jak distribuci provádět vice úsporně a efektivně. Na tomto setkání bylo rozhodnuto, že se rýže nakoupí ve městě Kalaymyo a do Thantlangu bude dopravena nákladním autem. Důvodem k tomuto opatření je vysoká cena rýže, kterou si požadují obchodníci v Thantlangu. Tímto může výbor ušetřit vice peněz, jeden pytel rýže tak stojí 11 300 Ks a doprava z Kalaymya do Thantlangu pouze 3 000 Ks, dohromady tedy nákup a doprava rýže do Thantlangu stojí 14 300 Ks.

Jak bylo také rozhodnuto, dále byly pytle dopraveny na koních. Tentokrát transport zkomplikoval silný monzun. Cesta v dešti jim zabrala dva dny, byli velmi unaveni a občas museli sami spravovat stezku. Vesničané jim šli naproti a polovinu ccesty jim pomáhali. Vyjadřovali jim svůj vděk.

 

Monitoring

Organizátoři sesbírali podpisy od příjemců rýže a doporučující podpis od vedení vesnice.

 

Reakce příjemců

Lidé původem z vesnic Tikir v současnosti žijící v Thantlangu hráli dúležitou roli v dodávání rýže a převzali zodpovědnost za celý úkol a rozdělili rýži mezi vesničany podle rozhodnutí přijatých na mítinku. Vesničané se shromáždili v den, kdy byly pytle s rýží přivezeny do vesnice a plakali radostí. Byli šťastní a jásali, že již vice nebudou umírat hladem. Na jejich tvářích zářily úsměvy, když přijímali rýži, a dělili se navzájem o svou radost. Bylo to poprvé, kdy byli zaskočeni nepopsatelnými emocemi a dávali překvapeným tónem najevo svůj úžas: “Nemohu uvěřit, že někdo ví o tom, že nemáme nic k jídlu!” Není možné slovy popsat jejich štěstí.

Support Health Care for Burmese in Delhi

In 2010 the Support Burmese Refugees Network in Delhi produced a video with the help of a microgrant received from Burma Center Prague. It focuses on the health care needs of Burmese refugees in Delhi.

Food from the garbage

The video depicts and describes how the Burmese refugees are living in very poor and cramped conditions and many have had to resort to taking rotten food from the market rubbish bins in order to feed themselves. These conditions, combined with the lack of adequate health care services, have helped create a continuing cycle of deteriorating health for them. The main diseases they suffer from are hepatitis, jaundice, cholera, and HIV/AIDS. Despite this they receive very little support from the Indian government or the UNHCR.

“We need more help”

Thankfully for the Burmese there are two health clinics which provide them with access to free health care. One of these is Yamuna, founded by Dr. Tint Swe.

The Yamuna clinic provides essential support in particular to women and children, providing maternity and other services. But the clinic needs more funds in order to have sufficient medicines and equipment. They are only open three days a week despite the growing need of the Burmese community. Dr. Tint Swe’s clinic receives 60 to 90 patients every day they are open. He says: “We need more help from other sympathisers”.

Insufficient medicines

The clinics do not have sufficient medicines and medicine is often prohibitively expensive for the refugees. One woman describes the costs for her father who is suspected to be sick with dengue fever: “We need to spend Rs 3000 to 4000 every week just for buying medicines. I wish and request any organizations and people of goodwill to help us.“
(Rs 3000 to 4000 is in the range of 1,400 Czech crowns).

The free medical clinics are a ‘relief’ to Burmese patients

The health clinics are therefore hugely important for the Burmese refugees. As one patient describes she was “very relieved” to have access to the clinic. “This is the only option for us to meet the doctor and get treatment free of costs and I am very pleased for that.”

Mr Plato Vanrung Mang, in-charge of CHRO-Delhi, working for Chin refugees pointed out the situation in relation to UNHCR’s health assistance to Burmese refugees in Delhi.

“Related to the Chin refugee health care program, we are also helping them with service help to the refugees, because the UNHCR have this implementing partner which looks after the health care of Chin refugees in Delhi, but their service is very limited not only that they don’t have any health clinics or centres for the Chin refugees. And in terms of these medications, UNHCR is not providing any assistance to Burmese refugees. And they don’t have any open clinics or health centres for refugees.

So, in these situations, refugees have to approach Government hospital, and when they approach Government hospital the people are very crowded and because of discrimination of Indian authorities, sometimes they did not get service and care from this Government hospital. So at that time they prefer to go to private clinics but as the refugee they don’t have money to go to private clinics so many Chin refugees could not have health service either to private clinics or Government hospital. But the only health clinics and access we can get are community open health programs. We have two systems, one is Yamuna Clinic opened by Doctor Tint Swe, so many of them. Another one is open by the WRWRB led by Burmese woman so, but their medications and their medicines are very limited also so they don’t have enough sufficient medicines.”

Due to poor economic conditions the majority of the Burmese refugees rent rooms which are situated in the remote part of Vikas Puri and Janak Puri of the western part of Delhi. Due to contaminated environments, lack of nutrition and cramped rooms without proper ventilation their health condition is getting deteriorated. Even though UNHCR through its implementing partner like Don Bosco works for self-reliance program, the majority of the population remain at home knitting and stitching to earn for their daily meal.

The Burmese refugees buy vegetables from the weekly market. Though some are able to buy good and fresh vegetables, some still collect waste and leftover vegetables at night after the Indian vendors closed the market. Some refugees even collect vegetable and eatables from the market dustbin which is also one of the main factors for the deterioration of health conditions.

There are two Burmese refugee clinics, i.e Yamuna and WRWAB. Yamuna clinic is run by Dr. Tint Swe, a Burmese MP in exile and the other clinic (WRWAB) is run by a women’s group. Both the clinics work to promote the health condition and give treatment free of cost to Burmese refugees residing in Delhi.

Interview with Dr. Tint Swe (founder of the Yamuna clinic)

“The Yamuna clinic is a free clinic for Burmese community in India. It was opened in August 2002. It is free for all Burmese refugees whether they are recognised by UNHCR or not. We open voluntarily to help the plight of the health status of our Burmese refugees. Because refugees are not provided proper health care by any organisation or any government.

UNHCR trying to help to some extent for the health of Burmese refugees but it is not enough at all. So we opened that one. We trained refugee women to assist my clinic. So I have already trained over 35 Burmese women who can help at the clinic. So far we have been treating the patients as out patients three days a week Tuesday, Thursday and Saturday every evening. On the clinic days we are receiving at least 60 to maybe 90 patients every day. Apart from treating the patients as out patients we are also providing maternity care. We take care of the pre-natal women, we take care of delivery of child and we take care of post-delivery cases. But even then we need more help from other sympathisers.

UNHCR also came to our clinic a few years back. They provided some equipment and examination bed but that’s all. They visit my clinic from time to time. They just come and they just go, it’s not enough. So I try to ask UNHCR to provide practical assistance to the clinic. Because my clinic deliver directly to my patients.

Interview with a Burmese woman on the clinic:

“As we cannot afford to get treatment from private clinics we are very relieved when we received medicines and treatment free of costs from this clinic. If we go to other health centres, we will not only spend money but also have to wait for long hours to get the treatment. This is the only option for us to meet the doctor and get treatment free of costs and I am very pleased for that.

Interview with a Burmese patient:

“When I first visited DDU hospital I was told to go to GB hospital. I have to spend at least Rs.500 whenever I visited there. I used to go there around 6 am and stand in the queue. Since the queue is very long I could meet the Doctor only around 1pm. We always missed lunch whenever we visited this hospital. The doctor at GB Pant hospital advised me to go for a blood test and other check ups and when I inquired they said it will cost thirteen thousand Rupees. Since I cannot afford that amount I approached the YMCA and Women’s Centre for assistance but I was informed that it is not possible to support me financially.

Therefore, I requested them if it is possible for me to change the hospital where I can get free treatment since I cannot afford there. Whenever I inquired to the YMCA and Women’s Centre, they told me that my case has been reported to the UNHCR and they are still waiting for the response.

I have not taken medicine for almost a month now. I am facing a difficult life and more worse is that I cannot go for a blood test. My health is unusual these days, though I’m fine in the morning, fever will strike in the evening and my weight has been terribly reduced. My weight is only 38 kgs now though in the past 3 months I used to be 45 kgs and I don’t know what to eat. I haven’t consulted any Doctor and I am still waiting for my blood tests.

Since I am a Hepatitis C patient. I am receiving Rs 2700 per month as Subsistence Allowance (SA) from UNHCR which people think I am fortunate to receive this assistance. But this amount is not enough even for house rent and food. I am informed that my SA will be cut after 3 months and I don’t have any idea what I will do next, should I request UNHCR to continue the SA or not since I have to spend at least Rs500 whenever I visited the hospital. I am very worried about my future.”

Interview with a family member whose father has been suffering from cancer:

“It is suspected to be dengue. The doctor advised me to do ultra-sound and blood-test by any means. The Doctor even asked to borrow money from someone. I could not borrow money and stayed like that for 3 months. What I came to know was that UNHCR will repay the money as it is very expensive. The SA we are receiving is not enough for buying medicines and moving here and there. Accordingly, doctor could not advise me what to do and the government of India also could not provide those medicines. We need to spend Rs 3000 to 4000 every week just for buying medicines. I wish and request any organizations and people of goodwill to help us.“

Dne 1. červena 2012 jsme předali v indickém městě Aizawlu poslední částku z veřejné sbírky ve výši 2.742 US$ čjinské lidskoprávní organizaci CHRO.

Příjemce bude zajišťovat místní koordinaci a distribuci potravinové pomoci v Barmě ve spolupráci s místními partnery uvnitř země. S distribucí potravinové pomoci se začne, jakmile to dovolí počasí a stav cest umožní dopravu do čjinských hor. Do konce července by měla být pomoc předána potřebným.

Daten zur Förderung von sanftem Tourismus in Myanmar

Verschiedenste Wege wurde bereits eingeschlagen, um sanften, nachhaltigen oder verantwortungsbewussten Tourismus1 zu fördern. Das Problem scheint dabei nicht nur darin zu bestehen, dass die Verantwortung wie eine heiße Kartoffel zwischen Reisenden, Reiseunternehmen und staatlichen Behörden hin und her geschoben wird. So sagen die Unternehmen, dass sie ihr Angebot lediglich der Nachfrage anpassen, während die Kunden dem entgegen halten, sie seien in ihrer Auswahl wesentlich auf das beschränkt, was ihnen die Anbieter vorbereitet haben.

Denn auch wenn sich Reisende eindeutig für die ethische Unbedenklichkeit ihres Urlaubs aussprechen, so zeigt sich hier wie auch bei allen auf die Selbstverpflichtung der Branche basierenden Modellen immer wieder das selbe Problem: Verantwortungsbewusster Tourismus definiert sich eigentlich dadurch, dass als primärer Maßstab die Menschen am Urlaubsort dienen. Die jedoch sind, obwohl sie die Hauptbetroffenen sind, nur zu einem unverhältnismäßig geringen Teil an den Entscheidungen beteiligt.

Da hilft es auch nichts, wenn viele Touristen oder auch Unternehmer ethische Grundsätze einbringen oder wenn gemeinnützige Organisationen in deren Herkunftsländern durch Aufklärung, Hilfe und “Strafmaßnahmen” korrektes Verhalten zu fördern versuchen. Denn hier befindet sich der Einsatz für die Rechte anderer immer in einem gewissen Konflikt zu den eigenen Interessen. Das muss nicht gleich zu einer zynischen Ignoranz gegenüber dem Schicksal der Anderen führen, aber doch wird jeder Einzelne anfällig für gewissensbesänftigende Selbstlügen, eine Bequemlichkeit in der Selbstkritik und auch eine gewisse Betriebsblindheit. Mitgefühl ist eben nie das selbe wie direkte Betroffenheit.

Es bleibt wohl der Spekulation überlassen, wie viel aufrichtige Sorge um fremde Menschen im Spiel ist, wenn sich gewinnstrebende Unternehmen Zertifizierungssystemen unterwerfen. Ich persönlich bin da ein Skeptiker, wenn nicht sogar ein Pessimist. Das Problems ist das selbe: Die primär Betroffenen sind am wenigsten an Entscheidungen beteiligt. Es handelt sich also um eine “fehlerhaft geschaltete” Rückkopplung, bei der es nicht zu einer Selbstregulierung kommen kann, da die Wahrnehmung des Fehlers nicht zu seiner Korrektur, sondern ins Leere führt. Dieser Missstand tritt vor allem in solchen Ländern auf, in denen politische Kultur und gesellschaftliche Grundbedingungen eine basisdemokratische Formierung von Interessengemeinschaften und deren Arbeit erschweren. Und das sind häufig gerade Länder im “Globalen Süden”, also in Entwicklungs- oder Schwellenländern der sogenannten (und oft so behandelten) “Dritten Welt”. Dies ist eine logische Folge dessen, dass Urlauber vorwiegend dorthin reisen, wo Dienstleistungen billig sind, wo die Bevölkerung also im Verhältnis zum eigenen Land ärmer ist. Hier ist der Kunde König – nicht nur am Tresen, sondern im ganzen Land.

Die Integration der Betroffenen

Dieses Problem der fehlenden Regulierung von Schäden, die in einem Land oder einer Region durch ausländischen Tourismus verursacht werden, lässt sich also nicht dauerhaft aus der selben Richtung lösen, aus der die allenfalls sekundär Betroffenen kommen, also die Reisenden und Unternehmer. Eine nachhaltige Lösung muss daher immer eine Rückeinbindung der Betroffenen in die sie betreffenden Entscheidungen beinhalten.

Damit ist nun nicht einfach gemeint, dass nationalstaatliche Regierungen oder lokale Behörden die Regulierung der von außen einwirkenden Kräfte übernehmen. Denn so sehr sie zur effektiven Bündelung von vielen individuellen Interessen dienen können, so sehr bilden sie natürlich auch eigene Entitäten mit oft ganz verschiedenen Interessen. Der Kreis der negativen – also korrigierenden – Rückkopplung würde im Fall einer idealtypischen Demokratie durch Wahlen, Transparenz, freie Medien, eine unabhängige Gerichtsbarkeit usw. geschlossen: Bürger üben ihre Macht auf Stellvertreter aus, welche wiederum den Bürgern zu ihren Interessen verhelfen. Von diesem Ideal sind wir jedoch in der Realität oft meilenweit entfernt.

Die Natur der Sache legt nahe, dass die Formierung dieser Interessengemeinschaften spontan und “frei fluktuierend” geschehen sollte. Hier bietet sich der (oft missbrauchte) Begriff der Zivilgesellschaft an: Als Elemente dienen aufgeklärte und handlungsbefähigte Individuen, die die Möglichkeit besitzen, ihr Handeln jederzeit durch Vereinigung ihrer Kräfte zu bündeln. In zweiter Linie sind also die Zugänglichkeit kritischer Informationen und allgemeine Bildung notwendig, zudem genügend materielle Sicherheit und bestimmte politische Freiheiten.

Für viele zivilgesellschaftliche Anliegen ist es zunächst wichtig, dass überhaupt einmal ein Anlaufpunkt besteht. Denn von einem Problem zu wissen heißt noch nicht zu wissen, wo man zu einer Lösung ansetzen soll, ob es vielleicht bereits ähnlich gelagerte Fälle gibt oder gegeben hat, und wer helfen kann. Wer irgendwo in der Welt Menschenrechtsverletzungen melden will, hat vermutlich zumindest eine gewisse Vorstellung, an wen man sich zu wenden hat, um einfach nur die Information loszuwerden. Problematisch wird es in Situationen, wo das gesellschaftliche Gefüge noch nicht die nötigen Strukturen aufweist, die eine Vernetzung von Gleichgesinnten, den Austausch von Erfahrungen und die Nutzung von Synergien ermöglichen.

Sanfter Tourismus in Birma: ein langer Weg

Der konkrete Fall, mit dem ich mich befasse, ist Birma, alias Myanmar 2. Obwohl es dort nun formal ein Parlament gibt und die größte Oppositionspartei eine Strategie der Konfliktvermeidung eingeschlagen hat, der zufolge jeder noch so kleiner Vorteil immer noch besser ist als gar keiner (unter der Annahme, dass diese Vorteile wirklich welche sind), so gibt es doch noch so einige fortbestehende Probleme (vor allem dort, wo die Weltöffentlichkeit ein Auge zudrückt). Zudem sind alle bisherigen Reformen sehr leicht umkehrbar, während es die Zugeständnisse an die Regierung nicht sind.

Was in meiner Meinung ebenfalls sehr schwer wiegt ist ein grundsätzlicher Nachholbedarf der Bevölkerung in einem basisdemokratischen Grundbewusstsein. Das betrifft nicht so sehr die größeren Städte und die besser gebildeten Schichten, die bereits fleißig auf sozialen Medien über Politik und Smartphones diskutieren, sondern die Angehörigen der ethnischen Gruppen und der Landbevölkerung. Hier muss überhaupt erst einmal die Tatsache verständlich gemacht und vor allem glaubhaft in der Wirklichkeit gezeigt werden, dass alle Menschen gleiche Rechte haben sollten3. Dieses Manko besteht nicht bloß im Verhältnis zu wohlhabenden Ausländern, sondern auch zwischen heimischen Ethnien und den gesellschaftlichen Schichten. Armut führt hier auch wie anderswo zu mangelnder Bildung, zu einem verengten Aktionsradius, zu Erfahrungen der Rechtlosigkeit und einer erzwungenen Strategie des Sich-Abfindens mit dem Unabwendbaren.

Diese Probleme lassen sich nicht als geplante Aktion beheben. Vielmehr hoffe ich, dass eine innere Dynamik für einen Ausgleich sorgt, sobald diejenigen Kräfte nachlassen, die diesen bislang verhindert haben. Die Förderung von sanftem Tourismus hängt also ganz wesentlich von gegebenen Faktoren ab. Die Frage stellt sich nun, ob man dennoch etwas beitragen kann, und zudem als Außenstehender, als ein dem “Globalen Norden” Entstammender, ohne zugleich wiederum das oben genannte Prinzip zu vergessen, dass man niemals die primär Betroffenen in ihrer Entscheidungsgewalt ersetzen kann.

Technologie als Katalysator

Unser Ansatz besteht nun darin, ein Werkzeug zur Verfügung zu stellen, das die fehlenden Strukturen in der lokalen Gesellschaft von außen her (wie eine Prothese) zu ergänzen sucht und zugleich ihr Wachstum fördert, indem die Beteiligten ermutigt werden und lernen, wie eine Vernetzung funktionieren kann. Inhalte und Initiativen kommen also aus der einheimischen Gesellschaft, die ebenso bestimmt, was mit den gewonnenen Ergebnissen weiter erfolgt.

Primär handelt es sich bei dieser Webseite um eine Datenbank, in der konkrete Fälle von Problemen, die durch Tourismus verursacht wurden, kategorisiert und gespeichert werden und die ihre Darstellung auf einer Landkarte und entlang einer Zeitachse ermöglicht, so dass sich optisch die vielen isolierten Beobachtungen zu einem aussagekräftigen Bild zusammenfügen können. Diese Vorgehensweise entspricht also ganz der Formierung einer Interessengemeinschaft, wo die Einzelnen ihre Isolierung und Machtlosigkeit überwinden, indem sie voneinander erfahren und gemeinsam handeln können.

Dieses Werkzeug, dass mittels digitaler Kommunikations- und Informationstechnologie gewissermaßen ein paar fehlende Entwicklungsphasen überspringt und somit gleich in der Gegenwart ansetzt, soll also letztendlich nur eine Stufe bieten, die einmal von der heimischen Zivilgesellschaft eingenommen werden wird. Vielleicht dient sie sogar einmal – in bescheidenen Ausmaßen – als ein Katalysator für eine themenübergreifende Entwicklung. Mittelfristig ist jedoch nur geplant, sich auf den sanften Tourismus in Birma zu beschränken.

Selbstverständlich ist mit bestimmten Schwierigkeiten zu rechnen: Wie gesagt besteht in der Bevölkerung zur Zeit noch erheblicher Bedarf, sich überhaupt der eigenen Möglichkeit und des Rechts zum politischen Handeln bewusst zu werden. Zweitens steckt das Internet in Birma erst noch in den Kinderschuhen und die Vernetzung hat erst in den letzten Wochen durch Mobiltechnologie neue Impulse bekommen. Damit gehen natürlich auch Probleme der Computerkompetenz einher (wobei andere Informationskanäle durchaus möglich, aber eben aufwändiger sind). Das Konzept des sanften Tourismus muss begriffen werden – was hoffentlich dadurch gefördert wird, dass zunehmend konkrete Fälle verfügbar sein werden. Und nicht zuletzt gibt es die sprachliche Hürde, die wir durch Übersetzungen ins Birmanische zumindest teilweise zu entschärfen versucht haben.

Die zugrunde liegende Technik des “Crowdsourcing” oder konkret “Crowdmapping” – dass also eine Vielzahl von Benutzern gemeinsam zu einer strukturierten Informationssammlung beiträgt – bringt natürlich die typischen “Wikipedia-Probleme” mit sich: Die Vollständigkeit ist von den Interessen der Autoren abhängig und die Zuverlässigkeit der Angaben kann nicht über die Autorität des Herausgebers geregelt werden. In unserem Fall geschieht es durch einen Kreis vertrauenswürdiger Quellen, die durch externe Berichterstatter ergänzt werden.

Es bleibt also zu einem gewissen Grad ein Experiment. Wir sind darauf angewiesen, dass unsere Bemühungen und diejenigen anderer Beteiligter ineinander greifen und sich ergänzen, und dass andere dort einspringen, wo man selbst unzureichend ist. Was sich zumindest sagen lässt ist dies, dass es bislang noch kein Instrument zu geben scheint, mittels dessen Informationen über die Auswirkungen des Tourismus von Betroffenen und kritischen Beobachtern gemeldet und an einem Ort gesammelt und dargestellt werden können. Es ist also zumindest ein Anfang gemacht.

Hinzuzufügen wäre vielleicht noch, dass wir die Informationen nicht nur von Einheimischen beziehen. Hier sind ebenso die Reisenden aufgerufen, nach ihrer Rückkehr aus Birma/Myanmar ihre konkreten Beobachtungen zu melden. Su Ťij do parlamentu? Ano! – Su Ťij do vlády? Ne!

Barma. Kdysi jedna z nejuzavřenějších zemí světa, dnes země, kde vládnou vojáci v oblecích a realizují částečné a hlavně pozitivní reformy. Jak jsem již uvedl, jsou to reformy částečné, řekněme kosmetické, přesto vidíme, že nastal posun k lepšímu.

Ikona barmské demokratické opozice, Aun Schan Su Ťij, již není držena v domácím vězení a její strana, Národní Liga za Demokracii (dále jen NLD), nyní funguje jako relevantní politická síla v zemi. Političtí vězni jsou amnestováni a propouštěni, Hillary Clintonová a William Hague navštěvují Barmu a rokují s politickými elitami. Ano, z jihovýchodní Asie vane přece jen trošku lepší vzduch. Bude však onen čerstvý, demokratický vzduch trvanlivější nebo se po nějaké době zkazí a za pár let (nebo pár měsíců) budeme opět psát pochmurné články o věznicích v Barmě a o tisících politických vězňů?

Na jaře roku 2012 se budou v Barmě konat doplňující volby do obou komor barmského parlamentu. K mání je 48 křesel, což není číslo, kterým by mohli potenciální vítězové z řad demokratického tábora cokoliv měnit nebo ovlivňovat chod země. Nezapomínejme, že v obou komorách parlamentu armáda disponuje čtvrtinou křesel, dle nové Ústavy. Po zmanipulovaných volbách v roce 2010 parlament většinou obsadili lidé, kteří jsou nějakým způsobem spjati s juntou a armádou obecně. Přesto, že je možnost ovlivnit barmský politický systém tak malá, NLD v čele se Su Ťij se rozhodla v doplňujících volbách kandidovat. Gratuluji. Tleskám. Ano, moc toho nezmůžou, i kdyby vyhráli na 100%, ale je mnohem důležitější, že se vůbec budou moci podílet, byť zřejmě okrajově, na fungování země.

Zde však vidím jeden problém. Pokud se ukáže, že i doplňující volby budou zmanipulovány a že porážka Su Ťij je předem nachystána, aby destabilizovala a demoralizovala opoziční hnutí v zemi, nevidím velký smysl v tom, aby kandidáti NLD vyvíjeli nadměrné úsilí o zisk křesel v parlamentu. Je dost dobře možné, že divadelní představení „Doplňující volby 2012: zabijeme dvě mouchy jednou ranou“ bude ještě méně zábavné než divadlo z roku 2010 s názvem „Všechno možné, jen ne svobodné a demokratické volby“. Musíme si uvědomit, že v případě „prohry“ paní Su Ťij může barmská vláda argumentovat vůlí lidu a zároveň říci: „Podívejte se, my tu možnost dali, holt to nevyšlo, tak zrušte pěkně ty sankce.“

Hned poté, co kandidaturu oznámila i samotná Su Ťij, se začaly v médiích tvořit různé spekulace, navíc živené zaručenými zdroji směřujícími k současné barmské garnituře, že by mohla vůdkyně opozice získat místo ve vládě. Tomu už velmi netleskám a upřímně řečeno doufám, že v případě úspěchu paní Su Ťij k jejímu vládnímu angažmá nedojde. Jistě se ptáte proč?

Ve chvíli, kdy současná barmská garnitura uskutečňuje částečné reformy, kterými určitě nesleduje blaho země, nýbrž ekonomické cíle (zrušení sankcí) a politické cíle (předsednictví ASEAN 2014), může být angažmá paní Su Ťij ve vládě nebezpečným a nestabilizujícím prvkem. Svou aurou statečné bojovnice bude vládu legitimizovat a na druhou stranu jako jedna členka vícečlenného orgánu bude konfrontována se situacemi, kdy bude nutné učinit kompromis. Navíc nebude moci zaručit konec bídy a utrpení pro své občany a v případě vládního násilí vůči odpůrcům může být paní Su Ťij obviňována z politických obchodů. Její účast ve vládě skýtá více rizik než pozitiv.

Klady jejího angažmá ve vládě vidím především v tom, že by po mnoha letech byla barmská vlády konečně schopna dialogu s kritiky, ale nakolik by dialog prospěl k lepšímu řešení každodenních problémů Barmánců, Karenů, Kačjinů nebo Monů, to už prorokovat neumíme a nemůžeme. Je docela reálné, že by se situace vylepšovala, ale záruky o trvalejší charakter těchto změn zatím nikdo z barmské vlády neposkytl. Proč?

Buďme obezřetní a nenechme se unést optimismem. Již mnohokrát se barmští vládcové ukázali jako nevyzpytatelní a jejich kroky musíme vnímat v kontextu doby. Pro paní Su Ťij nastává chvíle, kdy bude po tolika letech ignorace nucena se rozhodnout, zdali půjde do vlády i s vědomím, že se tím zdiskredituje.

Hladomor v Barmě – další krok

Zejména díky Vaší cenné pomoci se obyvatelům barmského státu Čjin podařilo přemoci hladomor. Do dnešního dne jsme barmským humanitárním organizacím operujícím na Indicko-barmské hranici v této věci předali 322 000 Kč. Čeká nás ale ještě dlouhá cesta, než se lidé v Čjinském státě znovu zvládnou postavit na vlastní nohy. Hlavní překážkou je utlačování čjinského etnika barmskou armádou a nevalné povědomí barmské společnosti o možné roli silné, nezávislé a kompetentní občanské společnosti, která by zastupovala zájmy lidu.

Právě držíte v ruce pytel rýže. Nevěříte?Obecné moudro v oblasti rozvojové pomoci praví, že hladovému více pomůžeme naučíme-li jej ryby chytat, než když mu je dovezeme. Dovoz jej jen učiní dlouhodobě závislým na naší pomoci. Barmské centrum Praha se v tomto duchu snaží posilovat roli místních skupin a podporovat jejich konkrétní aktivity. Na oplátku chceme vidět zodpovědnou a efektivní práci a viditelný rozvoj jejich aktivit a schopností. V uprchlících žijících v Indii nebo České republice nevidíme břemeno ale příležitost, investici do barmské přítomnosti i budoucnosti. Věříme jak ve smysl současných přes-hraničních aktivit, tak v možný návrat vzdělaných a aktivních občanů Barmy a v jejich přínos během jejího přechodu k demokracii

Christmas for Burma?

Burma is a country of numerous denominations and over 130 ethnic groups. Not all of them will be celebrating Christmas, and most of the country’s 50 million inhabitants are still looking at a desperate future. During this holiday time, hundreds of thousands of Burmese will be on the run from civil war and persecution, and over a million are living in desolate conditions at the bottom rung in foreign societies in countries they had to escape to in search of security and a livelihood.

The year 2011 has seen notable developments not only inside Burma and among Burmese communities in Burma’s neighboring countries, but also at Burma Center Prague. While we are concluding the – for now – last year of our three-year project in India, we launched one more project, as we finally garnered financial support for the assistance we provide to Burmese refugees in the Czech Republic. With this new project, we enlarged our team from 3 to 8 part or full-time members.

Now is the best time to thank our supporters, and not least the volunteers and core members who donated much of their free time and perseverance. As you know, the global economic crisis affects not only profit-making businesses, but even more the work of charitable endeavors that have to rely on “that little extra” money from their supporters.

Become a Friend of Burma

In 2007, the Saffron Revolution was violently suppressed. In 2008, over 100,000 Burmese perished in the aftermath of Cyclone Nargis. The year 2010 saw elections that were far from democratic but might still bring about some changes. While civil war in the areas of the Karen and Kachin intensifies and increases the suffering of the population, and over 1,000 thousand political prisoners remain in prison for having exercised democracy, foreign investors have already begun to exploit Burmese natural resources.

While some may see as a time for cautious optimism, we still need to make sure that further developments take the right direction.

The non-profit organization Burma Center Prague is one of the most active advocates of the Burmese people, not only in Europe. We focus on the integration of Burmese refugees into Czech society, on the empowerment of Burmese civil society and democratic forces in Burma’s neighboring country India, and we seek to raise awareness among the general public about the complex situation.

It goes without saying that we would not be able to do this work without the help of volunteers and individual donors. Our projects are usually funded only in part and don’t cover all of our activities. We need additional support to fill the gap.

Famine in Burma – the next step

The suffering population of Burma’s Chin State has made it through the famine, not least thanks to your valuable support. To date, we have transferred 322,000 CZK (about €13,000 or US$16,000) to Burmese relief organizations on the Indo-Burmese border. Much work still has to be done in order to help the people get back on their feet, which is not an easy task given the suppression of the Chin ethnic group by the Burmese army and the complete unawareness of ordinary Burmese about the possible role of a strong, independent and qualified civil society to represent people’s interests.

Common wisdom in the area of development aid states that you help the hungry most sustainably by teaching them to catch fish, rather than supplying fish and making them dependent in the long run. In this spirit, Burma Center Prague’s philosophy implies that we empower grassroots groups and efficiently support their operation on a case-by-case basis, demanding in return accountability, efficient work, and development of their skills. We consider refugees living in India or the Czech Republic not a burden, but a fortunate opportunity to invest in the present Burma through trans-border activities and in the future society of Burma through the repatriation of qualified and supportive citizens during the country’s transition.

While we will still continue until the end of the year to collect money for a final delivery of aid to famine victims, our strategy for 2012 foresees moving on to the next phase of help.
