Su Ťij do parlamentu? Ano! – Su Ťij do vlády? Ne!

Barma. Kdysi jedna z nejuzavřenějších zemí světa, dnes země, kde vládnou vojáci v oblecích a realizují částečné a hlavně pozitivní reformy. Jak jsem již uvedl, jsou to reformy částečné, řekněme kosmetické, přesto vidíme, že nastal posun k lepšímu.

Ikona barmské demokratické opozice, Aun Schan Su Ťij, již není držena v domácím vězení a její strana, Národní Liga za Demokracii (dále jen NLD), nyní funguje jako relevantní politická síla v zemi. Političtí vězni jsou amnestováni a propouštěni, Hillary Clintonová a William Hague navštěvují Barmu a rokují s politickými elitami. Ano, z jihovýchodní Asie vane přece jen trošku lepší vzduch. Bude však onen čerstvý, demokratický vzduch trvanlivější nebo se po nějaké době zkazí a za pár let (nebo pár měsíců) budeme opět psát pochmurné články o věznicích v Barmě a o tisících politických vězňů?

Na jaře roku 2012 se budou v Barmě konat doplňující volby do obou komor barmského parlamentu. K mání je 48 křesel, což není číslo, kterým by mohli potenciální vítězové z řad demokratického tábora cokoliv měnit nebo ovlivňovat chod země. Nezapomínejme, že v obou komorách parlamentu armáda disponuje čtvrtinou křesel, dle nové Ústavy. Po zmanipulovaných volbách v roce 2010 parlament většinou obsadili lidé, kteří jsou nějakým způsobem spjati s juntou a armádou obecně. Přesto, že je možnost ovlivnit barmský politický systém tak malá, NLD v čele se Su Ťij se rozhodla v doplňujících volbách kandidovat. Gratuluji. Tleskám. Ano, moc toho nezmůžou, i kdyby vyhráli na 100%, ale je mnohem důležitější, že se vůbec budou moci podílet, byť zřejmě okrajově, na fungování země.

Zde však vidím jeden problém. Pokud se ukáže, že i doplňující volby budou zmanipulovány a že porážka Su Ťij je předem nachystána, aby destabilizovala a demoralizovala opoziční hnutí v zemi, nevidím velký smysl v tom, aby kandidáti NLD vyvíjeli nadměrné úsilí o zisk křesel v parlamentu. Je dost dobře možné, že divadelní představení „Doplňující volby 2012: zabijeme dvě mouchy jednou ranou“ bude ještě méně zábavné než divadlo z roku 2010 s názvem „Všechno možné, jen ne svobodné a demokratické volby“. Musíme si uvědomit, že v případě „prohry“ paní Su Ťij může barmská vláda argumentovat vůlí lidu a zároveň říci: „Podívejte se, my tu možnost dali, holt to nevyšlo, tak zrušte pěkně ty sankce.“

Hned poté, co kandidaturu oznámila i samotná Su Ťij, se začaly v médiích tvořit různé spekulace, navíc živené zaručenými zdroji směřujícími k současné barmské garnituře, že by mohla vůdkyně opozice získat místo ve vládě. Tomu už velmi netleskám a upřímně řečeno doufám, že v případě úspěchu paní Su Ťij k jejímu vládnímu angažmá nedojde. Jistě se ptáte proč?

Ve chvíli, kdy současná barmská garnitura uskutečňuje částečné reformy, kterými určitě nesleduje blaho země, nýbrž ekonomické cíle (zrušení sankcí) a politické cíle (předsednictví ASEAN 2014), může být angažmá paní Su Ťij ve vládě nebezpečným a nestabilizujícím prvkem. Svou aurou statečné bojovnice bude vládu legitimizovat a na druhou stranu jako jedna členka vícečlenného orgánu bude konfrontována se situacemi, kdy bude nutné učinit kompromis. Navíc nebude moci zaručit konec bídy a utrpení pro své občany a v případě vládního násilí vůči odpůrcům může být paní Su Ťij obviňována z politických obchodů. Její účast ve vládě skýtá více rizik než pozitiv.

Klady jejího angažmá ve vládě vidím především v tom, že by po mnoha letech byla barmská vlády konečně schopna dialogu s kritiky, ale nakolik by dialog prospěl k lepšímu řešení každodenních problémů Barmánců, Karenů, Kačjinů nebo Monů, to už prorokovat neumíme a nemůžeme. Je docela reálné, že by se situace vylepšovala, ale záruky o trvalejší charakter těchto změn zatím nikdo z barmské vlády neposkytl. Proč?

Buďme obezřetní a nenechme se unést optimismem. Již mnohokrát se barmští vládcové ukázali jako nevyzpytatelní a jejich kroky musíme vnímat v kontextu doby. Pro paní Su Ťij nastává chvíle, kdy bude po tolika letech ignorace nucena se rozhodnout, zdali půjde do vlády i s vědomím, že se tím zdiskredituje.

Aung San Suu Kyi

This message was conveyed today through her assistant Htin Kyaw in Burma at the request of Burma Center Prague. Suu Kyi also said that she would write an article dedicated to and honoring Mr. Havel, that would be published in the Japanese newspaper The Mainichi Daily News next month.

The importance of the dissident, playwright and former Czechoslovak and Czech president Václav Havel for the global support of Burma cannot be overstated. Havel nominated Aung San Suu Kyi for the Nobel Peace Prize in 1991, and it was no one more than him who kept Burma on the public agenda of the Czech Republic until now.

When Suu Kyi celebrated her 60th birthday while still under house arrest, Havel wrote an article entitled “A Rose for the ‘Unfree'” in the Washington Post. In that article, he expressed his wish to personally give her a rose after she gained freedom. In the end, it was Aung San Suu Kyi who presented roses to him, although not in person. A delegation of Burmese activists and former political prisoners together with the former Czech ambassador to Burma H.E. Jiří Šitler paid their last respects at Havel’s coffin, laying a bouquet of roses with a ribbon that said “To a True Friend – Aung San Suu Kyi”.

It is sad that Havel did not manage to see Burma in freedom, and that his deteriorating health has prevented him from visiting Aung San Suu Kyi. But he will still after having passed away remain the most important European statesman for the people of Burma, and one who they will always remember with gratitude, because he has done more for their country than most of their own rulers.

Außenpolitik ohne Rückgrat

Was hat die deutsche Außenpolitik nur gegen Aung San Suu Kyi? Ist das ein Erbe der DDR, die eine Uniform jedem Dissidenten vorgezogen hat? Hat sich über Sprachlehrer und Akademiker ein gewisses Naserümpfen über ein für deutsches Befinden sehr ordnungsfremdes, emotionales und oft in sich inkonsistentes Verständnis von Demokratie bei birmanischen Aktivisten bis in die Ebenen der Diplomatie und Wirtschaftsstrategen forgetragen, wo es auf ein ohnehin schon nicht ganz einfaches Verhältnis zur Basisdemokratie getroffen sein mag?

Der Artikel “The Eye of the Storm” von Aung Zaw, dem Chefredakteur vom Irrawaddy, beschreibt es so vielsagend, dass ich es hier einfach (übersetzt) zitiere:

Zusätzlich zum Drängen auf internationale Unterstützung für Thein Sein und seine neue Regierung waren Einige in der internationalen Gemeinschaft bemüht, Suu Kyi in die Bedeutungslosigkeit zu drängen. Tatsächlich hat der deutsche Botschafter in Birma, Julius Georg Luy, monatelang versucht gehabt, Suu Kyi auf den selben Platz zu verweisen wie Vertreter kleiner demokratischer Parteien, denen Birmas Militärregime erlaubt hatte, in den vorgetäuschten Wahlen Parlamentssitze zu gewinnen, um ihnen so Legitimität zu verleihen.

Am 14. März hielten die europäischen Botschafter in Birma ein Treffen hinter geschlossenen Türen ab, um über ihre Positionen bezüglich der damals anstehenden Neubewertung der EU-Sanktionen zu diskutieren. Wie eine gut informierte Quelle verraten hat, hat sich der deutsche Botschafter dagegen ausgesprochen, Suu Kyi’s Namen in offiziellen EU-Verlautbarungen zu erwähnen.

 

Luy sei, so der Artikel, auch gegen ein gesondertes Treffen mit Suu Kyi – immerhin die unangefochtene Oppositionsführerin und Siegerin der letzten demokratischen Wahlen im Land – gewesen. Der Eindruck drängt sich folglich auf, dass hier die deutsche Diplomatie versucht, sich beim Regime durch besondere Stromlinienförmigkeit hervorzutun.

Es ging hier ganz eindeutig nicht darum, den Dialog jenseits von Suu Kyi zu erweitern oder einen naiven und kontraproduktiven Personenkult um ihre Person zu vermeiden – beides sehr legitime Ansinnen. Dem damaligen Diktator Than Shwe war sie ein Dorn im Auge, so dass nun einige, statt den Diktator zu bekämpfen, vielmehr versuchten, den Dorn zu beseitigen. Warum?

Vielleicht sind es ganz banale wirtschaftliche Interessen, es geht um Geld und den deutschen Komplex, den man seit dem Ende des Zweiten Weltkrieges mit seiner ökonomischen Superpotenz zu heilen versucht, mit Qualität Made in Germany und Export(ex)weltmeistertiteln. Wo immer in der Welt die Kolonialmächte verschwunden sind, dort kommt nun die Nation, die mit ihren Kolonien immer in der zweiten Liga hat spielen müssen. Vielleicht aber ist es auch ganz einfach nur eine Obrigkeitsethik, der zufolge jede Autorität ein Beleg von Erfolg ist und somit ihre Legitimität im Sinne des Leistungsdenkens automatisch in sich trägt. Und jede Junta und ihre demokratischen Fassaden erfüllen natürlich auch die Sehnsucht nach Ordnung und berechenbaren Zuständen.

Dies sind nur ein paar unverbindliche Erklärungsversuche, die mir einfallen, wenn ich die Motive für den Versuch, die Dissidentin politisch auszuschalten, zu verstehen versuche. Der Begriff “vorauseilende Gehorsamkeit” fällt mir ein – leider wohl noch immer ein peinliches Stück deutschen Kulturgutes. Wenn Birma eines Tages zur wirklichen Demokratie finden wird, dann wird man als Deutscher wohl nur sehr kleinlaut – oder mit dickem Portemonnaie – ins Land reisen können. Erwartungsgemäß eher mit dickem Portemonnaie.

Birthday event for Aung San Suu Kyi

Here are some photos we took at the birthday event for Daw Aung San Suu Kyi, as part of a global campaign. It was mainly organized by the organization People in Need and we contributed cartoons by Harn Lay and some words by our director.
One of the main reasons why we still held this event although the Lady is already released from house arrest are the over 2000 political prisoners in Burma. They are the proof that there is a lot wrong about the present Burmese “democracy”.

Freedom: back in the big prison called Burma

Rumors are saying that Daw Aung San Suu Kyi will be released today. Mizzima reports that “Tweets on Suu Kyi rank fourth worldwide”.

A massive crowd is gathering at the NLD headquarters. The news will make its way through Burma and the Generals might find out that they have not managed to sideline the NLD. And once again these praised strategists will have to admit a defeat they have not been prepared for.

The bad news is that the release of Suu Kyi probably won’t effect any changes to the situation of Burma.

Birthday Wishes to Daw Aung San Suu Kyi

The non-profit NGO Burma Center Prague and its supporters wish to express their sincerest birthday wishes to Daw Aung San Suu Kyi. Suu Kyi emerged as the winner of Burma’s last fair elections in 1990, but the regime refused to let her take up her legitimate position. Ever since, she has spent most of the time in prison and under house arrest. In 1991, Suu Kyi was awarded the Nobel Peace Prize in absentia at the suggestion of the then-president of Czechoslovakia, Václav Havel. To date she remains the only laureate who cannot live in freedom. In 2003 she narrowly escaped assassination, reportedly by the Union Solidarity and Development Association (USDA). That association is now one of the regime’s proxy parties in the upcoming sham elections. Lately, she and more than 2 000 other political prisoners have been barred from participating in the upcoming elections of 2010, which means they far from satisfy even the most basic of democratic principles.
We honor Suu Kyi’s contribution to the peaceful democratization of Burma, her tireless struggle on behalf of the powerless, and her dedication to the unity of all Burma’s people. Even though she is deprived of liberty and defamed by the regime in her own country, she is now and will always be upheld as a symbol of hope in Burma’s dark times.
